SECTION : 4 (b) (ii)

Powers/ Duties of Officers and Staff

DGAQA officers and staff perform their duties in a multidiscipline engineering environment towards fulfilling the objectives of the establishment where posted. Duties performed by them are towards the accomplishment of the tasks as outlined below:
Tasks of the Groups/ Sections, in general, are summarised below:
To ensure and monitor adequacy/correctness of the QA functions at the FEs under their control.
Scrutinise the Monthly and Quarterly Progress Report (QPRs) from the respective FEs for adequacy of action and status of issues and interact as necessary.
Scrutinise Quarterly Defect Investigation (QDI) summaries for adequacy of action. Highlight areas where recurrent/major Defect persists or where the correction action has not proved adequate. Analyse trend of the repetitive cases and implementation of the remedial measures and monitor the results..
Process proposals from FEs for approval under AFQMS in respect of the firms under their jurisdiction.
To deliberate and decide, in consultation with DG, on the QA related policy matters and issue such QA directives as necessary to the concerned FEs.
Continuous coordination for standardising procedures in a uniform order.
DGAQA representation in the Courts of Inquiry (COI) instituted by Service HQrs.
Assisting Minstry of Defence in formulation/ renewal of international bilateral agreements in the field of Military QA.
Assisting Minstry of Defence in the procurement process of Aircraft and related equipment/ items. Involvement in formulation/vetting of QRs, technical evaluation, field trials, commercial negotiations, inspection and acceptance of Aero stores, as per Defence Procurement Procedure.
Tasks of the DGAQA field establishments, in general, are summarised below:
Offices of the Regional Director Aeronautical Quality Assurance (RDAQA) are located at the various Divisions of HAL at Bangalore, Nasik, Koraput, Hyderabad, Lucknow, Kanpur, Korwa and Barrackpore for carrying out the executive QA functions during manufacture/overhaul/repair of aircraft/aero-engine/associated equipment. Their main responsibilities are summarised below:
  •  Exercise control over the Quality Assurance Oranisation of the respective Division and report to Headquarters of any fall in standard of the firm’s QA organization/staff.
  •  To satisfy through supervision that the firm’s Quality Assurance organization has carried out comprehensive QA checks at all stages from the raw material to the final delivery of the product and introduce such checks and procedures, as are considered necessary from time to time.
  •  Introduce stages of Quality Assurance monitoring which should be comprehensive and cover Quality Assurance right from the incoming raw material and stores to the finished product and final assembly stage. They are to be reviewed periodically for ensuring better supervision over the firm’s Quality Assurance organisation.
  •  To ensure that all deviations from the stipulated requirements are properly processed, authorized and recorded. Concessions/ Production Permits to be properly dealt with.
  •  Associate with Investigations of Defects (DIs) reported during development, in-service and at the manufacturer’s works/overhaul Agencies and make suitable recommendations, as per laid down procedure.
  •  Report to Headquarters, details of new design projects or manufacturing methods or processes which are likely to affect the established inspection procedure and raise critical observations thereon.
  •  To associate with all phases of development and testing of the stores under Type Approval from the initial stages. Progressive appraisals and the Engineering observations made in this regard, particularly from Quality, maintenance or servicing point of view, should be reported to CRE/RD, CEMILAC before the Type Approval is to be granted. Appropriate follow-up action during the subsequent Bulk Production phase of the same store has to be ensured.
  •  To issue the Certificate of Safety for flight (Form-1090) for undertaking any test flight at the contractor’s works, for purposes of trials/acceptance and ferry to the user units in respect of aircraft under development/ manufacture/ overhaul/ repair. Before issuing such a certificate, it is to ensure that the aircraft has been manufactured/ overhauled/ repaired and ground tested in accordance with the Paper particulars and the contractor has complied with all such requirements.
Apart from the Aircraft and the associated systems, another major area of QA coverage for the Department is the production of a variety of Air Armament/weapon systems at various Ordnance Factories and Private Sector. RDAQA at Pune alongwith the Aeronautical Quality Assurance Wing(AQAW), Khamaria and its detachments at various Ordnance Factories are responsible for the QA functions in respect of development, manufacture, servicing, repair and proofing the Air Armament stores. Depending on the nature and end-use of the stores, the particular factory’s QA facilities/setup and the economic considerations, the desirable degree and the extent of inspection is assessed by the Resident Inspectorates and laid down accordingly. In addition, AHSP functions also form a prominent part of the responsibilities of an Air Armament establishment.
