Two cadre reviews have been conducted for Defence Aeronautical Quality Assurance Service (DAQAS) Group ‘A’ in the year 2011 & 2015. The relevant orders in this regard were issued vide letter No. PC-4437/DGAQA/Admin-I D(HAL) dated 02 May 2011 and 60011/DGAQA/65/2011/D(HAL) dt 21 May 2015.

Is DGAQA maintaining the promotional quota of 33.33 percentages for DPC of JSO to SSO-II as per order issued vide MoD letter dated 02 May 2011?

The decision vide MoD letter dated 02 May 2011 for increasing the promotion quota from then existing 25% to 33.33% was incorporated in the amended/revised Defence Aeronautical Quality Assurance Service Rules, 2017 which is applicable w.e.f. 17 Feb 2017.

What action to be taken in case of pension related grievances?

In case of pension related grievances the aggrieved person should approach the head of establishment from which he retired. If the grievance is not settled, then the aggrieved person should approach the Director (Admin) at HQrs DGAQA, New Delhi. The Director (Admin) is the nodal officer for grievances of pensioners.

What is to be done in case the pension has not been fixed correctly?

The Pay & Accounts Officer while issuing the pension authorization will forward one copy of the pension calculation sheet (out of three received by him from the Head of Office) as certified by the Head of Office and countersigned by him (Pay & Accounts Officer) to the pensioner along with the intimation of his having sent the pension payment authority/PPO to the CPAO. In case it is found from the pension calculation sheet that pension has been fixed incorrectly, the matter may be taken-up with the Head of Office. PAO concerned, if necessary, will issue an amendment authority letter to Central Pension Accounting Office for onward transmission to the CPPC to carry out necessary amendments in both halves of PPO.

How compassionate postings are decided?

(i) Requests from employees for posting on compassionate grounds may be forwarded to Head Quarters. Where posting/transfer is issued on specific request of an employee who has not completed the prescribed station tenure, no TA/DA and joining time will be admissible to him. The individual will travel at own expense and journey period will be covered by grant of earned/half pay leave, if due, or EOL where no leave is due to their credit. However, where an employee is accommodated to his choice posting after completing the prescribed station tenure, he will be entitled to TA/DA and joining time as admissible under the rules. (ii) The grounds for compassionate transfer will be verified and certified by the Regional Director/OIC concerned. In case transfer is sought on medical grounds in respect of self/family, the medical certificate from the prescribed Authorized Medical Authority must accompany the application. The nature of illness and reasons justifying the transfer must be brought out clearly. (iii) A person posted on compassionate grounds will be allowed to exercise such a request only once in his full service tenure. The Department of Personnel and Training (DoPT) has released a model calendar for the conduct of DPCs vide its O.M. No. 22011/4/2013—Estt (D) dated 08th May 2017 (Procedure to be observed by the Departmental Promotion Committees (DPCs) — Model Calendar for DPCs — Relevant year up to which APARs are to be considered and Model Calendar for conducting DPCs — regarding).The same is available on the website of DoPT. This model calendar is being followed subject to absence of any contingencies

Whether the DPC should not be convened in case the Recruitment Rules are under process (review/amendment etc.)

The DPC should be convened at regular annual interals to draw panels which could be utilized for making promotion against the vacancies occuring during the course of a year. It has been observed that Ministries/Departments do not convene meetings of the DPCs annually for various reasons, even though eligible officers of the lower grade were available and the vacancies in the higher grade were also available for their promotion. This is often due to nonfinalisation of the seniority list of officers of the lower grade which forms the field of consideration. Another reason to justify delay in holding DPC meeting is that Recruitment Rules for the post arc being reviewed or amended. Amendment to the Recruitment Rules can normally have only prospective application and as such the existing Recruitment Rules would continue to be in force till the new Rules come into force. The Supreme Court has also ruled that vacancies should be filled according to the Rules in force when the vacancies arose. The DPCs should therefore be convened in time and the panel of officers finalised in accordance with the existing Recruitment Rules. [DOP & T OM No. 28034/6/86-Estt(D) dated 17-11-86.]

How is the MACP scheme administered?

An Screening Committee shall be constituted to consider the casefor grant of financial upgradations under the MACP Scheme. The Screening Committeeshall consist of a Chairperson and two members. The members of the Committee shallcomprise officers holding posts which are at least one level above the grade in whichthe MACP is to be considered and not below the rank of Under Secretary equivalent inthe Government. The Chairperson should generally be a grade above the members ofthe Committee. The ScreeningCommittee shall follow a time-schedule and meet twice in a financial year – preferablyin the first week of January and first week of July of a year for advance processing ofthe cases maturing in that half. Accordingly, cases maturing during the first-half (April-September) of a particular financial year shall be taken up for consideration by theScreening Committee meeting in the first week of January. Similarly, the ScreeningCommittee meeting in the first week of July of any financial year shall process the casesthat would be maturing during the second-half (October-March) of the same financialyear.
